The saddle can be obtained at the rebel camp, which also comes with a large amount of high-quality plate armor. The saddle increases your carry weight by over 200. However, there are around six or seven plate armor deserters in the camp (though they are not difficult to defeat), so prepare well before heading in to collect it. In the downstairs chest, you will find a lot of top-tier plate armor, while there are military saber and broadsword blueprints in the upper part, with the saddle located in one of those two chests.
